Bible Passage  Luke 7:36-50

Jesus talked about forgiveness of sin because the woman who wiped His feet with her hair was sinful.  She was crying and wetting His feet with her tears.  She had repented of (sorry for) her sins and Jesus was ready to forgive her.  Jesus did not stop her from touching Him because she had already repented of her sins.  The woman also left in peace.  When we confess our sins and repent, God forgives us and we have peace of mind.
