Jesus used this story to illustrate two types of people; those who know what they should do, promise God that they will do them and do not actually do them.  Others, know what to do but do not think they will be able to do them.  However as times goes on, they find that they are able to do those things for God.  It is those who do the will of God who will enjoy heaven with Him.
